NAIFA-Texas Welcomes New Lobby Team

The staff and board at the National Association of Insurance and Financial Advisors Texas Chapter (NAIFA-Texas) is pleased to announce the hiring of the highly reputable lobbying firm Wittenburg & Associates LLC with lead lobbyist Michelle Wittenburg. Michelle and her team have a long history of success at the Capitol and are looking forward to supporting and representing NAIFA. NAIFA-Texas will also be working with Public Affairs Specialist Caitlin Flanders, who has a keen understanding of the legislative process and has extensive experience working with key stakeholders at the Texas Capitol.

The role of lobbyists at NAIFA-Texas is to represent NAIFA’s legislative priorities at the Texas Legislature and to advocate for the insurance and financial industries. The lobbyists will work with our staff, board and members on strategy, talking points and will develop key relationships throughout the state. They will also help to lay the groundwork for a successful NAIFA Centennial State Conference and Day at the Capitol event as the date approaches.

Michelle Wittenburg shared "we are thrilled to be your advocates before the Texas Legislature in the upcoming session and look forward to elevating the NAIFA-Texas profile with legislators, key leaders and stakeholders so that their perception of NAIFA-Texas is parallel to the reality of your position in your communities and around the state".

Michelle Wittenburg

Michelle Wittenburg has broad-based and extensive experience with the Texas Legislature and state government in general. She has worked in all three branches of state government over the past 30 years, having spent three sessions working in the Texas Senate and then as the Executive Assistant to the first female and first Republican ever elected to the Texas Comptroller’s post. Most recently, she served as the General Counsel to the first Republican Speaker of the House since Reconstruction, where she led the Speaker’s efforts to pass landmark tort reform, ethics, and governmental reorganization legislation. She also has experience with public utility, health care, insurance, criminal and civil jurisprudence, licensing, budgetary, education, and gambling issues, amongst others. Additionally, she has significant political experience, having consulted, managed, and fundraised for successful legislative and statewide campaigns.

In her spare time, Michelle – a fortunate fifth-generation Texan who was raised on her family’s 150+ year-old Central Texas ranch – spends as much time as possible with her horses, cats, dogs, goats and donkey and raising funds and awareness for Jack Jack’s Pack, a street dog and cat rescue. Caitlin Flanders

Caitlin Flanders is a seasoned public affairs strategist based in Austin, Texas, recognized for her deep expertise in legislative affairs, strategic policy development, and advocacy. Her journey into the heart of Texas politics began in 2011 at the Texas Capitol, as she simultaneously pursued her Bachelor of Arts in Government at the University of Texas at Austin. Initially serving in the office of Senator Nichols, Caitlin quickly distinguished herself by her keen understanding of the legislative process and her ability to navigate complex policy issues.

Following her tenure with Senator Nichols, Caitlin broadened her expertise at the Texas Public Policy Foundation, honing her skills in policy analysis and public engagement. Her commitment to transparency and government efficiency led her back to the Capitol, where she excelled as Committee Clerk for the Texas House Committee on Government, Transparency, & Operations under Chairman Gary Elkins.
